They can use SDSF to analyze system activity, debug and resolve JCL problems, and are confident using common z/OS utilities. This person can also create and run simple CLIST and REXX programs, allowing them to automate system operations tasks. On the more conceptual side, this person can describe how a mainframe network is configured and how communication occurs between components.
